Pulling out all stops,  Governor Corbett and the State Legislature passed the 2012–2013 budget which includes tax breaks of over  $1.5 billion dollars hoping to lure the massive natural gas “cracker” plant to Beaver County, Pennsylvania.  The plant is expected to create thousands of construction and permanent jobs.  Additionally, it is hoped that the plant when built will spur a large growth in chemical manufacturing plants statewide.  Shell Gas and Oil has indicated its plans to build the plant provided the proper state and local tax incentive package can be completed.
