In the shadow of a new Federal Commission report calling for enhanced environmental efforts and study of natural gas drilling “fracking” ramifications, legislators in Harrisburg, Pennsylvania are deep in meetings trying to reach a compromise on a comprehensive Marcellus Shale tax and regulatory bill.
