According to a report recently issued by the Earthworks Oil and Gas Accountability Project, more than 25,000 oil and gas wells have been drilled in Pennsylvania since 2005. The Earthworks report sets forth that while the Pa. Dept. of Environmental Protection (Pa. DEP),  has quadrupled the size of its inspection staff, they are still unable to adequately maintain and enforce the applicable gas and oil regulations. The report states that tens of thousands of active gas wells are not inspected every year, the number of oil and gas well violations continues to climb and some gas well operators have repeatedly been cited for non-compliance with regulations.  The study concludes that current enforcement actions are insufficient to deter violations and that violators are now more likely than ever to go unpunished. The report can be accessed at this link:
