Facing charges related to Medicaid and Medicare fraud, a Pennsylvania nursing home owner will appear in court. Sam Halper, one of two owners of Brighton Rehabilitation and Wellness and Mt. Lebanon Rehabilitation and Wellness, is accused of intentionally inflating worker hours and falsifying records and documentation in an attempt to boost revenues.
The trial could potentially last weeks as the defense attorneys are claiming that the incident was simply lazy record keeping. However, apparently the scheme involved staff members clocking in for hours they did not actually work in order to reach the federally mandated inspections.
With the proposed staffing mandate presented by CMS earlier this year, it comes as no surprise that some nursing home facilities are finding ways to cheat the staffing requirements. Since additional staffing cuts into profits, people like Sam Halper are getting creative in efforts to reduce costs and continue to boost revenues. It seems that this may become a frequent problem with unethical staff.
Nursing homes are to provide the best quality of care to patients and the CMS staffing mandate is in place to ensure just that. When nursing home staff find ways to avoid the staffing requirements, they are putting people at risk.
